Guo Ping, Huawei’s current chairman, called for international cooperation in developing industry standards in his keynote speech at MWC-2019 and asked all governments to listen to information security experts.
Guo Ping emphasized that Huawei was the first to launch a large-scale deployment of 5G networks. In his keynote speech, «Bringing you 5G safer, faster, smarter,» he described how Huawei has developed the most powerful, simple and intelligent 5G networks in the world. He said that such new technologies are meaningless if not properly secured. Guo Ping urged market representatives and authorities from different countries to work together to develop unified information security standards.

Good morning, ladies and gentlemen.
It’s good to see you all again.
Interest in Huawei has never been so high, and that shows that we are pursuing the right strategy.
Of course, the last few months have been a challenge for us. On the one hand, our 5G solutions have been widely recognized in the industry. On the other hand, there have been many rumors about the security of our 5G solutions.
Today I would like to talk about our latest developments and our attitude to information security.
Innovation — It’s all in the details
According to the 2018 EU R&D Investment Scoreboard, Huawei ranks fifth in the world. Last year, we invested over $15 billion.
Continuous investments have yielded noticeable positive results. It has enabled us to continuously deliver new, advanced solutions to our customers and increase the efficiency of our services. 5G technology is a perfect example of that.
Powerful.Simple.Intellectual.
Huawei is the first company capable of starting large-scale deployment of 5G networks. What’s more, we can provide the easiest deployment facilities with enhanced performance.
Our technology is capable of delivering over 17 gigabytes per second on a 100 MHz basis, and that’s just for one sector. We are leading the way in terms of performance, but high performance also requires powerful transmission equipment.
If a fiber optic line is available, all we have to do is install the «blade», add one fiber, and we can provide bandwidth up to 200 Gb/s. That’s incredible.
If a fiber optic line is not available, operators can use microwave technology. However, the bandwidth under traditional microwave technology does not exceed 1 Gb/s. To solve this problem, we use a revolutionary architecture that increases the bandwidth up to 20 Gb/s.
Using its 5G smartphones and customer equipment, Huawei is able to provide end-to-end 5G solutions. We have already started helping operators deploy 5G networks on a large scale.
Verified in operational tests and commercial use
Last month Zealer published a report stating that Huawei’s 5G technology is 20 times faster than so-called 5G technology in the United States. These figures were derived from operational tests. In commercial testing, the speeds were slightly slower, but our technology is still many times faster. So I understand perfectly what President Donald Trump said last week. The United States needs more powerful, faster, smarter 5G technology.
The two graphs on the left show the results of the IMT-2020 Phase 3 tests in China. As you can see, Huawei is far ahead of its competitors in terms of throughput per site.
The third graph compares the speeds of commercial 5G networks launched by several vendors. These are real customer networks. Huawei’s 5G network achieved speeds of 1.3 Gbps per user.
Powerful
Innovation is in the details. Let’s start with performance. For example, we can at least triple the capacity of the cell.
In terms of hardware, our 5G processors support 64 channels, which is the highest value on the market. We have also increased the processing power of these processors by two and a half times.
In microwave technology, we can provide transmission throughput that is 10 times greater than other solutions on the market.
We are gradually pushing the physical limits of our technology.
Simple
We also make objects as simple as possible without compromising performance.
For example, if we made 64T antennas using the old methods, one 5G antenna would be bigger than a door. Can you imagine installing equipment like that? If we installed something like that here on the beach, it would be blown over by the wind.
We use new materials to solve this problem. We have reduced the number of components by 99%, and thanks to a lighter coating we can reduce the weight by 40%.
These new antenna systems are no wider than a backpack and are very robust. They can withstand the highest category five hurricane — like the typhoon that hit Shenzhen last year.
Installation is extremely easy. We can mount them directly on a 4G facility or even on a light pole. With simpler facilities, capital investment and operating costs for operators are reduced. In Europe, where space is limited, we can help you save €10,000 in rent per site annually.
Intellectual
Someone in the communications industry said that we are using the 5G networks of the 21st century. But the systems for maintaining and operating the networks are still in the 18th century.
Let’s look at one figure. 70% of network failures worldwide are caused by human limitations. Our goal is to create smart networks that make life easier for operators.
Last October, Huawei unveiled the world’s most powerful AI processors, the Ascend 910 and Ascend 310, which provide intelligent operation in all scenarios and reduce the cost of computing resources in operator networks.
Using these processors, Huawei has developed many algorithms and models for carrier networks. Thanks to artificial intelligence, we can improve resource efficiency, simplify maintenance and operation, and reduce the power consumption of the communication network.

Unified standards and agreed responsibilities
To create a system we can all trust, we need to align our responsibilities, unify standards, and clarify legal standards.
Responsibilities.
There are three areas of responsibility:
- Technology providers are responsible.
- Telecommunications operators are responsible.
- Industry and regulators are responsible.
Technology suppliers
Let me start with technology vendors like us.
Our responsibility as technology suppliers is to maintain standards and produce safe equipment.
With 5G technology, we are way ahead of 4G, and we can proudly say that 5G is safer than 4G.
As providers, we do not operate carrier networks or own carrier data. Our obligation, our promise, is that we do not do anything wrong.
Let me make this as clear as possible: Huawei has never installed backdoors and never will. We will never allow anything like this to happen to our equipment.
We take this responsibility very seriously.
Operator
Operators are responsible for the safe and reliable operation of their own networks.
5G networks are private networks. The boundaries between different networks are obvious. Operators can repel an outside attack with firewalls and security gateways.
As far as internal threats are concerned, operators can manage, monitor and verify all vendors and partners to make sure that all elements of the network are secure and safe.
Industry and regulators
Finally, all industry players must cooperate in the development of standards. It is our shared responsibility.
To make networks safer, we need to standardize information security requirements. And those standards need to be verifiable across all vendors and operators.
The NESAS network equipment quality assurance program was jointly developed by the GSMA and 3GPP, and it is a very good idea. Huawei fully supports it.
In fact, 3GPP standards were created with the support of many government security agencies.
These agencies are in a good position to make sure that 5G technology is safe.
So I fully support the recent recommendations: governments and mobile operators need to work together to agree on regulations for quality testing and certification in Europe.
I would recommend implementing NESAS worldwide. Let the experts decide whether networks are safe or not.
